Mailyn Fidler proposes an expanded understanding of Internet fragmentation, suggesting that the traditional view of fragmentation as isolationist is becoming outmoded. Fidler argues that, "instead of primarily shoring up sovereignty within one’s borders, Internet fragmentation has become a way for states to project power outward."
