Affiliate Bao Kham Chau and coauthor George He argue that the U.S., EU, and China all fail to hold the "landlords of creativity" - those with the resources to create models that are later used to generate deepfakes and the like - accountable for AI misuse and abuse. "The landlords of creativity are not only the cheapest cost avoiders, but also are obligated to provide an infrastructure free of defects. Therefore, they should be liable in most cases of generative AI misuse."
