Rebecca Kagan is an AI Fellow at Harvard's Berkman Klein Center, working at the Department of Commerce Office of Policy and Strategic Planning on AI policy.
She previously worked at the Center for Security and Emerging Technology (CSET), authoring a biweekly newsletter on AI’s national security implications and researching tech sectors’ perceptions of the DOD and foreign investment in U.S. AI startups. During law school, Rebecca worked at the Federal Trade Commission, exploring avenues to use the unfair practices authority to limit harms from AI systems; at the Department of Justice Antitrust Division on the implications of AI for antitrust; and at the U.S. Senate on implications for children, workers, and national security from generative AI. Her research focused on liability frameworks for unanticipated harms from AI systems. Rebecca received a J.D., cum laude, from Harvard Law School. She holds a B.A., magna cum laude, in Politics, Philosophy, and Economics from Brown University and has a background in social entrepreneurship.
