Inyoung Cheong studies legal and technical governance for responsible AI ecosystem.
Trained in law, policy, and computer science, she examines free speech protection and liability in digital spaces, assesses AI's impact on privacy and human agency, and builds evaluation benchmarks that test whether AI agents uphold legal duties toward the people they serve. Her writing appears in the Michigan Technology Law Review, the University of Cincinnati Law Review, FAccT, AIES, COLM, and AI and Ethics. Her research has been supported by Fulbright Scholarship, OpenAI Democratic Inputs to AI grant, UW Tech Policy Lab Fellowship, and Consumer Reports Public Interest Technology Fellowship. Before academia, she spent eight years in the Korean government, serving as Deputy Director at the Korea Communications Commission and the Ministry of Culture, Sports and Tourism, where she worked on national media and technology policy. Inyoung joined the Berkman Klein Center as a fellow in 2026.
