Dr. Armando Guio Español is a scholar and practitioner working at the intersection of law, technology, and public policy, with a particular focus on artificial intelligence governance, regulatory experimentation, and the design of institutional responses to AI adoption.
He is Executive Director of the Global Network of Internet & Society Centers (NoC), an international network of leading academic institutions advancing research and collaboration on the governance of digital and emerging technologies. From 2019 to 2022, Dr. Guio served as Presidential Advisor on Artificial Intelligence in Colombia, where he contributed to the development of the country’s national AI strategy and governance framework. He has advised governments and international organizations across the Americas, Europe, Africa, and Asia on AI governance, regulatory innovation, privacy, and digital policy.
His research and policy work examines how governments can design institutions and governance mechanisms capable of identifying, assessing, and responding to emerging AI risks while learning from rapid technological change. A particular focus of his work is the design of AI governance institutions, including AI safety institutes and related institutional models, as well as regulatory sandboxes and other forms of regulatory experimentation. He has designed and supported experimental governance mechanisms in multiple jurisdictions and contributes to expert and advisory groups convened by organizations including the International Telecommunication Union (ITU), UNDP, and UNICEF, among others.
Dr. Guio holds a doctorate from the Technical University of Munich (TUM), where his research examined regulatory experimentation and adaptive approaches to technology governance. He also holds an LL.M. from Harvard Law School and a Master of Public Policy from the University of Oxford. His scholarship brings together law, public policy, and institutional design to examine how governments can build effective and accountable responses to the opportunities and risks created by artificial intelligence.
