Armando Guio Español is a global leader in digital policy and emerging technology governance. As Executive Director of the Global Network of Internet & Society Centers—a coalition of 100+ top academic institutions—he drives collaborative strategies that shape the future of AI governance, quantum technologies, and inclusive innovation worldwide.
Recognized as a pioneer in regulatory sandboxes, Armando has designed and implemented adaptive frameworks that enable the safe and collaborative testing of breakthrough technologies. His work bridges law, ethics, and policy, influencing national strategies and international norms on responsible AI, privacy, and rights-based digital regulation. Armando advises governments, multilaterals, and industry leaders on future-ready policy solutions.
He serves as an expert in high-level working groups with the International Telecommunication Union (ITU) and UNICEF, contributing to global capacity-building efforts. His leadership has informed policies across the Americas, Europe, Africa, and Asia, ensuring that innovation advances alongside public trust and inclusion. A lawyer by training, Armando holds a Master of Laws (LLM’16) from Harvard Law School and a Master of Public Policy (MPP’18) from the University of Oxford.
