"Overall, the censorship techniques observed in the blocking of OONI Explorer are consistent with the prevailing censorship techniques documented in Russia as part of our previous studies. Specifically, TLS based interference implemented through the injection of a RST packet and the timing out of the session after the Client Hello during the TLS handshake are among the most prevalent censorship techniques observed in Russia over the last few years. Similarly, DNS manipulation (redirecting in some cases to block pages) is commonly observed in Russia too."
