Yannis is an Emerging Technologies Governance Expert specializing in AI and cybersecurity governance, and serves as an Affiliated Researcher at the Berkman Klein Center for Internet & Society at Harvard University.
He works across national governments, multilateral institutions, and academia, helping connect research with policy and industry practice. He has collaborated with France's Supreme Audit Institution, the Ministry of Economy and Finance, the Bank of France, the OECD, and the United Nations, as well as contributing to G7 digital working groups. His international engagements also include work with institutions in Tunisia and Taiwan. He served as a Bureau Member of the OECD Committee on Financial Markets and on the OECD Blockchain Expert Policy Advisory Board, where he contributed to developing regulatory approaches for tokenized assets and the use of AI in financial services. He has taught at Harvard Law School, Université Paris 1 Panthéon-Sorbonne, Université Paris Cité, and through the United Nations' Unite Academy.
Yannis's recent research includes a global stocktake of cybersecurity governance in the age of AI, building on earlier work published through the United Nations Office of Information and Communications Technology on generative AI, Web3, and quantum technologies, developed in collaboration with academic and civil-society partners. His research continues to focus on AI governance, cybersecurity, international policy, and long-term technology futures.
