Jeffrey Locke serves as a program director for the NGA Solutions’ Homeland Security & Public Safety team, where he focuses on issues including adult criminal justice reform, opioids, stimulants, corrections, school safety, human trafficking, traffic safety, and juvenile justice. The criminal justice and public safety program supports governors and their staff in developing data-driven, evidence-based solutions to states’ most pressing public safety challenges. Prior to joining NGA, Locke worked in U.S. foreign assistance and served as a volunteer in the Peace Corps in Togo, West Africa. Locke holds a master’s degree in public policy from Harvard Kennedy School and a J.D. from Boston College Law School.
