"The Board issues these non-binding recommendations that then Facebook has to take on board. There's no sort of enforcement mechanism — it's totally optional what you do with them, and the only obligation that you have is to respond," douek said. "A big, big part of this is whether Facebook's going to engage with this process in good faith or whether it's going to receive those recommendations and say 'Noted, thank you, we'll get back to you.'"
