Emy Tseng

Emy Tseng is a Senior Communications Program Specialist with the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce and a Fellow at the Berkman Center, where she serves in a personal capacity. At Berkman, her research interests include Internet and mobile usage in low-income communities in newly-industrialized and emerging economies, and the development of trust networks in marginalized communities.

At NTIA, Emy’s policy work focuses on furthering broadband access, adoption and digital literacy in underserved and vulnerable communities in the U.S. As a Federal Program Officer, she oversaw a Broadband Technology Opportunities Program (BTOP) grant portfolio - primarily working with urban local governments and K-12 education programs.

As Project Director of the San Francisco Digital Inclusion Programs, Emy developed the first citywide initiative to promote broadband adoption and digital literacy in San Francisco's low-income communities. In that capacity, Emy was appointed to serve on the first California Broadband Task Force. She was also a Senior Policy Advisor at Zerodivide.org and a Program Associate at the Ford Foundation on information and communications policy.

Previously, Emy worked in the software industry as a software engineer and project manager. She has a M.Sc. in Technology and Policy (TPP) from MIT where she conducted research on broadband policy, municipal networking and Fiber to the Home (FTTH) and B.Sc. in Math/Physics from Brown University.
