The authors define the market in terms of the various stages of innovation starting with research development and demonstration (RD&D) and moving to deployment. They define the necessary policies that aid this process as the supply-push policies which fund RD&D and the demand-pull policies which subsidize the deployment stage by providing subsidies or other incentives to lessen the cost of alternative energy adoption.
