Weisbrot, 2009 - A short article that describes the World Trade Organization rules as protectionist, supporting a fundamentalist view of IPR, and quoting the cost of the WTO trade restrictions at $220bn a year to the US as compared to liberalized trade. In the context of climate change, China, Brazil and India are fighting for compulsory licensing for crucial climate change mitigation technologies just like the Doha Declaration to the TRIPS agreement. The article describes the Doha Declaration as one of the few victories to NGO’s fighting for a loosening of the WTO trade restrictions that keep crucial medicines from the populations in developing nations. The author discusses the formation of IDEA and the challenges ahead for discussions of compulsory licensing of crucial technologies.
