Regulation

"in 2000, Florida legislature passed an amendment that stated, “No school district or publisher may participate in a pilot program of materials being considered for adoption during the 18 months prior to the official adoption of the materials by the Commissioner of Education.” (Fordham, 2004. p. 28)
