Ester is correct-this is a real concern--check out the country report from 
Transparency International, the anti-corruption index, and Sango Net as well 
as civil society international and other monitoring bodies, indicators. I

yes, as long as the officials are honest and the citizens know enough to 
exercise their rights, this is a wonderful idea....  Is that the case?
