Identifying best practice in use of ICT to generate opportunities for young people

I  wrote  to Open economies participants late last year seeking information
for a report I was commissioned by the ILO's Asia Pacific Region to prepare
on best practice examples from the 26 ILO member countries in the region of
youth employment generation through ICT.

I  can  now announce that the paper, in initial draft form, is available at
http://www.ilo.org/public/english/region/asro/bangkok/conf/youth/tt_paper/tt_paper.htm

The principles used to identify best practice examples are: promoting youth
entrepreneurship;    promoting   public-private   partnerships;   targeting
vulnerable groups of young people; and bridging the gap between the digital
economy and the informal sector and putting young people in charge.

The  original  part  of the paper is in the fourteen recommendations at the
end.  Apart from that, it is I believe a useful survey of what is happening
on the ground as reported on the web and in the media.

Your comments would be most welcomed and acknowledged in the final revision
of the paper before hardcopy publication.
