Dear All:

Let us add to Gershon Adzadi's list of 5-9 two additional factors: gender
and disability--two major variables also included in the Okinawa Communique,
leading to the establishment of the DOT Force in 2000.  Gershon Adzadi,
would "social" in your list include gender and disability?  Also, perhaps we
should not add these factors to Mikael Pawlo's 1-5 but assess them as
variables affecting the gap, defined as 1-5.  Bridges.org examines some of
the e-readiness or network assessments (often overlapping assessments) and
the influence of these variables of culture, politics, age, gender,
policymaking, disability, etc.).  More consistent work needs to be done,
however.  Culture is a big factor often overlooked.
