You have probably already seen it, or worked on it, but the Digital =
Opportunity Initiative has recently issued a report titled "Created a =
Development Dynamic" addressing similar or the same issues which =
openeconomies is addressing.  I just dwownloaded it today and have not =
read it yet, but in case you have not seen it, you can get it at:

I notice that Iqbal Quadir was one of the individuals contributing to =
the report.
