The opinion is interesting. The PDF for it is at

when they get the html scanned in (or I extract the text from the PDF),
I'll start a TWIKI thread at openlaw for commentary. I may be wrong (and I
haven't finished reading it) but the Judge slapped the Ps on the speech
argument but almost seemed to be baiting the Ds on their arguments. Almost
a "this is the obvious counter argument. Now come up with a better one
[that I can use?]"
