Once again, I'll recommend the testimony of Dean Marks at the Stanford
LOC regulatory hearing:

Key bits include the use of cryptography as a "hook" to regulate
distribution in numerous ways, and a discussion of the purposes of
region coding to prevent international trade in movies, and also to
harmonize with government censorship regimes (none mentioned
specifically, but China is the only nation-state whose borders
coincide with a DVD region).
