quibble with an example

It's said in the book that cars, unlike railcars, can use a commons-based infrastructure which they can share, instead of an owned and managed infrastructure. In actuality, both roads and railroads are equivalent in this respect, and the way they are implemented does not seem to me to heavily depend on their essential characteristics but on tradition and policy decisions. Railroads must be built and rules of their use established, whether by private parties or the state depends on the country, and so do roads. modulus 07:53, 18 April 2006 (PDT)
