Jorge Chavez, who is also known as "Polaco," was arrested in Miami in
1995 for cocaine trafficking. He cut a deal with prosecutors to
cooperate with authorities and pleaded guilty to a lesser charge,
avoiding a possible life sentence.

However, a copy of extradition papers signed in 2002 by President
Alejandro Toledo, and obtained by The Associated Press, say Chavez
never showed up for his final sentencing.

Instead he escaped back to Peru where he remains free, working as an
enforcer for Fernando Zevallos, who was added to the Bush
administration's international "drug kingpin" list last June, James
Curtis Struble, the U.S. ambassador to Peru, said in comments published
Wednesday.

"Despite the repeated requests of my government to guarantee his
extradition, this narcotics trafficker remains free on conditional
release until 2012 for crimes committed in Peru," Struble was quoted
saying in leading newspaper El Comercio. "He moves freely around the
country, threatening, intimidating and obstructing justice while his
boss is on trial for drug trafficking."

Zevallos, who has never been convicted of a crime, denies any
connection to Chavez.

Peruvian officials were not available to comment Wednesday, a national
religious holiday celebrating the Catholic saints Peter and Paul. The
U.S. Embassy also was closed.
