To keep the discussion going, I created an example of what I think a hierarchic subscription file in OPML might look like.

Now, if you have an aggregator that supports categories, does this work for you?

Note that it's a multi-level hierarchy, not limited to two levels. Is that a problem?

BTW, there's no guarantee that non-hierarchic aggregators can understand this, and this is for discussion only, do not deploy, and all other caveats.
