This scenario takes aspects of the Technology Speed Bump Scenario and projects a more dire outcome from the perspective of users' rights.  It forecasts that legal constraints and DRM systems result in copyright holders' total control of digital media.

Prof. Charles Nesson and Berkman Center affiliates explored aspects of this question during a conference in the spring of 2004 about Speedbumps as a possible technological solution to limiting piracy.
