I agree with Adrian. Unless the the shopping cart is something I control, it's not very VRMy. As a general principle I don't want any commercial offering to be 'universal' unless it's a specification or ubiquitous tool under the control of the consumer. Otherwise you get monopoly and market control (the corollary of the Internet's long tail is the very tall and narrow peak at the head of the tail).

A universal shopping cart is quite similar to a universal authorization server in the UMA sense. In both cases, it is universal because it's tied to the individual person rather than either the server or the client. The cart / AS is a lot like a networked wallet that collects offers and receipts and may complete transactions autonomously in some circumstances. 

I want my universal shopping cart to pay with digital cash and choose the delivery drone too.

BTW, the world still needs a universal shopping cart that belongs to the individual (like one’s domain, non-corporate browser and email belong to the individual). That would be fully vroomy. (In fact, I think it should be a browser feature.)
