Hi;
The following was posted on a privacy list in Canada. Because of the topic (use of advertising identifiers to enable state surveillance) I thought the paper it refers to might be of interest to some on this list as well.
Apologies to those who will receive this multiple times.

[The authors have written] a paper on cookie-based passive surveillance,... recently made publicly available. The paper responds to thefollowing question: to what extent do major online properties encryptthe advertising, cookie, and other digital identifiers used by the NSAet al to track users around the globe? This seems particularly importantgiven it's two years after Snowden's disclosures; has anything reallyimproved?...The full abstract, and link to the paper, follows.AbstractDocuments released by Edward Snowden have revealed that the NationalSecurity Agency, and its Australian, British, Canadian, and New Zealandequivalents, routinely monitor the Internet for the identifiers that arecontained in advertising and tracking cookies. Once collected, theidentifiers are stored in government databases and used to developpatterns of life, or the chains of activities that individuals engage inwhen they use Internet-capable devices. This paper investigates theextent to which contemporary advertising and analytics identifiers thatare used in establishing such patterns continue to be transmitted inplaintext following Snowden’s revelations. We look at variations in thesecure transmission of cookie-based identifiers across different websitecategories, and identify practical steps for both website operators andad tracking companies to take to better secure their audiences andreaders from passive surveillance.LINK: http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2640610
