Yes. 

 

I guess if I shake hands with a site identifying myself by email address to start, get a relationship going, and then show up with other devices and connection software, the ceremony you describe in the paragraphs below the graphic will take care of things. Is that the case?

Yes

The idea is that if it doesn't "know you" from your past behaviour or it is has "forgotten" who you are it asks you.  The amount of forgetfulness and re authentication required is a function of your and different website paranoia.
