In the shortest truest sense...yes... an Individually-contextual, cooperatively operated marketplace.
"Universally Distributed" refers to the premise that the market is ubiquitous... local, national, global and in the future perhaps beyond global even. You are the market, and everywhere you go you interact within the context of:
"Privately Owned"... which refers to the context of your controllable participatory integrity... rather than exclusive possession. We know data is not staying inside of any walls. But you, and every Individual that will ever come about, represent a new context for data to exist within. 10 of us can all possess the same data and yield 10 different representations of it. These representations of data are contextual to You, as a definable market construct. The data need not be controlled and given qualities of scarcity to create its value formula. Instead, Individuals with ubiquitous access to data can create value by manufacturing privately owned context. All 10 of us can create market value with the same data, at the same market instant... and the market will tell you what the value is for your representation of it.
Ownership, as someone asked, does not equal capitalism. Ownership is about orientation of participation. Capitalism is capitalism. This concept is not in the capitalism box... it explodes the confines of the box and yields something new... something yet to be academically defined
Under the assumption that data is not scarce... and instead is a natural resource that for all intents and purposes is as endless in supply as the sun... obviously measured in Human-terms, this is "endless" for practical purposes rather than literal ones. This yields an inversion of the profit formula used in our present market-model. Let data be limitless, dont control access... control context. Create structural incentive for interaction... use... innovation.
This view runs into the dysfunctional issue with our present model... as obviously we approach data just like we approach the sun currently. There is no actual defense for not using these resources as they truly exist. Using the sun is a net gain by default (extra-terrestrial source entering our closed biosphere) where using fossil fuels is a net loss (depletion of closed ecosystem resource). Using data and creating endless reuse creates more data... it does not diminish the value of the data. What is one Bob Marley song worth? What is one Bob Marley song worth mashed up into 100 versions? Data value grows with use... for you Individually, and for a cooperative system.
The key to the "cooperative" designation... is that this applies in nature...not structure. We do not form a middle and hold it in corporate trust as Individuals... we occupy the edges as private constitutions, sovereign and empowered administrative structures... and we meet within the morphing cloud middle that shifts form and position as we shift attention and activity. Its a free market... not a centrally organized one.

This matters for VRM as a philosophy because in our current system, ownership leverages non-ownership and manages scarcity of opportunity to enforce power. VRM proposes a new paradigm. To create participatory equality as the baseline default, ownership must be a ubiquitous state. This world will NEVER go backwards to non-ownership without blowing itself up in a mass-armageddon event...so the only practical path is to universally distribute private ownership of the marketplace itself... of participation itself... and in so doing, eliminate the idea that OWNERS can create false scarcity of opportunity to enforce their power over NON-OWNERS.

what does this mean? a cooperatively owned marketplace?
