The business cases stated are against the idea of VRM but the techniques used could be usable in other ways, for example keeping your own ID info using some of the Unomi techniques.
Collection of data items related to a person, derived from multiple sources, is probably the only way to establish identity. This should include an image updated regularly. Annual selfies!.
This collection should be under the control of the person establishing their identity, and the access to the data, of course, also being under the persons control.
