Fixing our VRM Development Work page
<http://cyber.law.harvard.edu/projectvrm/VRM_Development_Work> is a big chore
that I’d rather not take on all at once, or alone. But one simple thing I’d
like to do (and can do myself) is put an outline up top that can work as a
shortcut to the topics below. We have that now on our main page:
<http://cyber.law.harvard.edu/projectvrm/>. In addition to organizing the
page in a sensible way, it allows direct linking to subheads.

In edit mode, the content outlining markup looks like this:

==Top Level==

===Next level down===

and so on.

Putting that markup on the titles of each section auto-produces the Contents
outline at the top.

If I were to turn what we have on the Development Work page into an outline
without additional editing, it would look like this under Contents at the top:

> Personal Clouds/PIMS (personal information management

This wouldn’t be hard to do, but we would lose the color and other formatting
in each section below. This is produced by this kind of markup in edit mode:
