No, but I'd like to. 

One of the design challenges for the open notice initiative (http://opennotice.org)and the consent receipt project (https://kantarainitiative.org/confluence/plugins/servlet/mobile#content/view/69273118) is where to store the consent receipts that you get. A distributed personal data store (assuming that security is tight) sounds just the ticket.
