Google does what might be called "Publicity By Design." See Jeff Jarvis' two books framing Google and what it has taught business to do: 
Lesson being that it's possible to build a secure and privacy protective system & then add features whereas doing features first and bolting on security and privacy is much more difficult.

Yes. But can you build something secure and privacy protective that also respects the independence of the individual — and her need to control personal data in her own ways? Also for substitutable services? 

I doubt Apple wishes to be substitutable in any way. Android was designed from the start to allow substitutability of sources and providers.
