This entity... I suggest run as some form of user-owned co-op (one user; one share, non-transferable; expires with death)... is I believe a key element in providing a counter-balancing force to web dominance by both government and corporate interests.
P.S. If you walk far enough outside of the box... its even possible such a network could actually BUY vital pieces of Internet physical structure and hold them under common ownership.
P.P.S. Such a co-op structure (neither privately owned nor government run)... operating as an interbank network like ClearXChange... (encompassing both the problematic TBTF banks and others)... also has a certain aesthetic appeal not easily expressed.
