I don't think the two mechanisms are mutually exclusive and could work
quite well together.

DNS to signal the presence of VRM data, then a well known URL to contain
the data.

Otherwise, if you are simply using the well known URL then you might end
up testing if said data exists by actually attempting an HTTP request to
it and looking at the result code, which is a lot more expensive in
network terms than conducting a DNS lookup to see if it is present (RBLs
on busy mail systems do millions and billions of these on each inbound
piece mail while trying to retrieve a well known URL at that rate would
probably break down pretty fast)
