Isn't it true that everyone- business and individuals - want the highest and best use/value of their personal data?

Isn't Devon arguing that business "takes" ownership of data because they know no other way to create value from it?

Isn't VRM an alternative.  

One characteristic is, as Crosbie argues, that it doesn't relate data ownership with achieving the highest and best use if that data.  Instead VRM gives individuals the controls to drive the highest and best use of their data.

As you have pointed out so well Vanessa, VRM is the rocket booster.  The business opportunity is to stimulate/engage individuals who have access to VRM tools to choose to participate with a business to create the highest and best use/value of personal data.

Or does it mean that VRM is about giving individuals the resources to replace the current status of corporate taking of an individual's personal data through "adverse possession".  The opportunity is to an intention based market where well intended parties can openly communicate and negotiate to achieve the highest and best use and value of personal data.

P.S.  I am borrowing from real estate property law and market economy by using terms like adverse possession and highest and best use.
