This question comes at an opportune time as ISOC partnered with the
Computer Science Department at the University of Colorado, the EFF, and
CDT to update the TOSBack code to be more exstensible.
The project is called the IdM Policy Audit System and includes:
* Policy Monitor (based on an updated version of TOSBack)
* Policy Library (distributable snapshots of policies over time)
* Policy Clients (software that leverage the Library data)
The system is functioning and we are in a beta evaluation period with
ISOC Organization and Chapter Members. If you are an ISOC Member, send

Included in the Beta is the reference Policy Client developed by ISOC
that is a Firefox plugin. It alerts users when visiting sites with
policies being tracked by the Monitor, prompting them to be read (and
compared to previous versions).
We plan to announce the general release in September, leading into a
presentation at the TPRC conference in October. At that point we'll
distribute more information as well as how you can join the project.
Specifically, we're interested in who might be interested in mirroring
the Policy Library to effectively distribute the information.
Once in the wild, we will also encourage the development of additional
Policy Clients that leverage the Library data. It would be great to see
Clients developed that produce feeds (e.g. RSS, ATOM, Twitter) that
announce policy changes.
