Well, it is pretty obvious from the twitter link as well as from the
start of this threat which statement I was responding to...

Yes, indeed. I substitute 'control' for 'censorship' as that is the
relevant term here. Afer all censorship is a form of control.... and
the same applies to most forms of control of the net, though sadly not
all.
It actually refers to group
action, if you know the history. Its author, John Gilmore, says "The meaning
of the phrase has grown through the years. Internet users have proven it
time after time, by personally and publicly replicating information that is
threatened with destruction or censorship.
Actually, I see it as a strength of a peer to peer network where each
node can act as a distributor, not just audience or a consumer (or
another type of passive user) and that role is not given by the group

Sure, one of the problems with the internet is that the web has taken
it the direction opposite to the internet's (accidental) peer-to-peer
and distributed design. The web is now pretty much hierarchical,
siloed, platformed and increasingly walled up. That's kinda my point
