Simply put, General Pinochet removed the communist vermin from the streets of his country. By most accounts of the people in Chile, he is highly respected and revered, regardless of opinions expressed by the left and reported by their media counterparts.

Contrary to the list of dictators you read, and despite
the histrionics of the very well-known leftist Ariel [Dorfman],
Pinochet is actually a tragic hero of our times; a man who
took communist chaos, despair and violation of private
property, and restored the country into modernity.  That the
cleanup was bloody, no question.  I myself was unfairly arrested.
But  times of crisis demand such sweeping actions,
just like our own President Lincoln did. We weren't to
selective when bombing Germany in World War II. For
Pinochet, they were in a war, too.
