What is done without punishment can be repeated without fear.

 
Impunity:  Perhaps no word defines the experiences of Latin America as well as this one. Lack of punishment, of investigation, of justice. The possibility of committing crimes - from common robberies to rape, torture, murder - without having to face, much less suffer, punishment.

“The UK should recognize that failure to abide by this obligation [to extradite Pinochet for prosecution] risks sending a clear message to violators and would be violators that the international community is turning a blind eye to continued and future impunity.”
                                                                                                            At last November's hearing,
                                                                                                            General Pinochet's lawyers admitted
                                                                                                            that under their reading of the State Immunity Act,
                                                                                                            even Adolf Hitler would have been
                                                                                                            immune from prosecution.
