The intent of this document is to describe the nature of the CNCI. The CNCI consists of a number of mutually reinforcing initiatives with the following major goals designed to help secure the United States in cyberspace:

To establish a front line of defense against today’s immediate threats

To defend against the full spectrum of threats

To strengthen the future cybersecurity environment
