Here is a very interesting article, which summarizes the points made in a
new book, The Rise of the Creative Class, by Richard Florida. The main
message is that a knowledge economy/ITC economy thrives in local areas that
are hip--where a diversity of views are encouraged, where arts and music
thrive, where young creative people find communities that are fun.
The author works at academic powerhouse Carnegie-Mellon University, which is
in decidedly unhip Pittsburgh. He began to wonder why the best computer
science grads were taking off to Austin, Texas--a hip center of music, food,
and youth.
So the implication for governments such as Ghana are that if you want to
attract talent, be sensitive to fun, to youth, to diversity. The strength of
Accra at this time as a technological center is that the people are cool!
