software and hardware for low income countries?

Related  to this discussion of appropriate OS for a low income country, I am
interested  in  feedback  on  a specification of hardware and available free
software for office applications.

I  am  working with a group of East Timorese graduates who are setting up an
applied   research   centre   in   Dili.  East  Timor  is  the  world's  new
country,becoming  independent  on  20  May this year. However, it is one the
poorest in the Asia Pacific region.

I  have  undertaken  to find suitable computers with appropriate software. I
intend  to  approach  a  non profit recycler of computers to see if they can
provide computers with the appropriate specifications.

East  Timor,  like many other low income countries, is in the tropics and is
very  humid - what are the specifications in terms of internal fans etc that
are needed to operate computers without airconditioning.

Are there laptops with specifications for the tropics?

Uncertain   power   supplies   is   another  major  issue  -  what  are  the
specifications for a backup battery for a PC?

In  terms of software, I have made available a copy of Open Office. However.
it  does  not  have a database component. Information on other free software
related to survey analysis would be greatly appreciated.

Others  helping to set up computers in low income countries, such as Michael
Taylor,  would  I  am  sure  be  interested  in  such  a  readily  available
specification.
