South Africa's National Advisory Committee on Innovation has released a very
interesting paper on "Addressing the Digital Divide". They pretty
eloquently advocate Open (Source, Standards, Software), and have a fair
amount to say about patents too: "These days it is very difficult to write
any major piece of software that does not infringe on a number of silly
patents that have so far been granted in the US."
