VIETNAM SETS NEW RULES FOR NET ACCESS
Vietnam's communist government has allowed all businesses,
including foreign firms, to supply Internet service but will
retain its monopoly in the Internet access provision.  Firms
of all economic sectors could become ISPs, once they
obtained a DGPT license, following a government decree
issued last week.  The new rules also establish harsh
restrictions on Internet cafes and users that transfer
pornography.
