I don''t know about the formatting but submit it. They are supposed to provide
feedback for comments submitted by the 16th to allow corrections.... (I'm
awaiting my own acceptance or rejection for "format" issues...BTW. Maybe a few
letters to congress critters might be inorder. Rejection because of illdefined
format issues is idiotic).
