I am not sure how it works in Norway, but in Sweden they are elected for
four year terms by local representative councils. Most lay assessors are
re-elected for consecutive terms. All lay assessors are on duty for
some 10 days each year, hence the lay assessors gain experience. They
should, however, not be confused with the jury system. This is something
completely different. The Norweigan system should be something similar to 
this. Maybe some Norweigan subscriber to this list can fill in the
