I am sorry that this area of the law is fuzzy in my mind, but I do
remember a fairly significant antitrust exemption under the rubric of
"petitioning the Congress".  In other words, it is illegal to make a
monopoly on your own, but not illegal to seek  government action to do
that for you.

So to what degree might their efforts involve seeking government action?
