&lt;p&gt;&lt;b&gt;New page&lt;/b&gt;&lt;/p&gt;&lt;div&gt;I may be misreading, but I&amp;#039;m having difficulty reconciling this &lt;br /&gt;
document with the work I&amp;#039;m interested in.  This proposal feels very &lt;br /&gt;
corporate.  That may be because its aim is to secure funding, but if &lt;br /&gt;
it will then be a constraint on the work that can be produced in &lt;br /&gt;
conjunction with the funding, it&amp;#039;s still a problem.  Likewise, while &lt;br /&gt;
I know we represent differing viewpoints on the role and importance &lt;br /&gt;
of anonymity, this document appears to presuppose compromise on many &lt;br /&gt;
of those positions.  It might be that the result is a set of well &lt;br /&gt;
articulated incompatible positions, from which implementers will have &lt;br /&gt;
to make an explicit choice of which values to support.&lt;br /&gt;
&lt;br /&gt;
Am I misreading the function or intent of the document?  Then I&amp;#039;ll be &lt;br /&gt;
able to offer more concrete suggestions.&lt;/div&gt;</summary>
