What might truly open access to orphan works look like? Would it be a public domain claim to open, fair and free use of orphan works? Orphan works legislation that lets other online libraries offer access to orphan works? Opportunities for orphan works to move into the public domain or to be offered with Creative Commons or similar open licenses?
