DOSEMU will run any version of dos, MS versions included.   It ships with
FreeDOS because it is free to distribute under the GPL.

FreeDOS will run just fine on bare metal too, it does not have to run
under DOSEMU.   On a limited computer like what was mentioned, linux &
dosemu would be 100% overhead, unless you had another reason for running
linux.  Depending on the application, the performance difference due to
the overhead may or may not be significant.

But all this has very little to do with copyright in the digital world...
