Apparently we owe thanks to Jerry Pournelle for posting
them, according to an entry in his web site's mail column.
(At least, the version posted at the URL mentioned above
... he apparently extracted the two Macauley speeches from
a larger file from the gutenberg archives, and added a bit
of HTML formatting)
